Naples Emergency Response Plan

PURPOSE STATEMENT

This plan is created to provide leadership and coordination during an emergency and assistance to help victims recover from an emergency.

Certain Naples residents have volunteered to open their homes as emergency assistance sites if there is a major disaster. They are called Zone Captains. Following a major earthquake, these sites will be in radio contact with the CERT Command Post at Naples School.

If family members or neighbors have been injured or if you suspect people may be trapped inside a damaged home, you should report this to the Zone Captain at your nearest emergency assistance site.

The Zone Captain will notify the Command Post. Personnel with medical and/or search and rescue experience will be sent to provideneeded assistance.

The back-up sites will be used only if the Zone Captains are not home when the disaster accurs. Use the Map at the bottom of this page to identify which zone you are in and to identify the emergency assistance site nearest you. Be sure you know where that house is located, as well as the location of the back-up site. The Naples CERT Team has divided Naples into eight zones. Get to know your Zone Captain.

In the event of a severe earthquake or any disaster that may cause structural damage to homes or cause seious injuries to residents, you should first make sure your family is safe and your house is secure. After that walk around, being careful to avoid potential hazards, and look for any injured people or homes that have been severely damaged where someone inside could be injured. Also look for structural damage to bridges, seawalls, etc.,, where a hazard to public safety or further property damage seems imminent.

If a structure seems severely damaged and potentially unsafe, you are advised to not enter these structures yourself. Go to your Zone Captain's house and report what you saw. If your Zone Captain is not home, go to your Deputy Zone Captain's house.

The Zone Captain will communicate by two way radio on an emergency frequency and forward yor report to the Command Post at the Naples school who are in touch with appropriate emergency personnel. Your report will be checked out in accordance with their necessary priorities.

Each CERT member will be assigned to one of the following positions:

Team Captain Each Team (COM, MED, S&R, DA, BOAT) will have a Captain
Block Captain

GENERAL RESPONSE PLAN

Naples is divided into 8 Zones. Each Zone will have a Primary Meeting Site (PMS) and an Alternate Meeting Site (AMS). Each Zone will have a Zone Captain (ZC) and a Deputy Zone Captain (DZC).

Following a disaster, each CERT member will first take care of their family, their home, immediate neighbors and then proceed to the PMS in their zone (except for those instructed below to go directly to Naples School).

Each Zone Captain will establsh contact with the Command Post and report on the situation in their zone, At this point, the response will depend upon the overall situation in Naples. Overall direction will be provided from the Command Post, but each Zone Captain will have the authority to organize teams to respond to problems within their Zone and to send individuals out to conduct further damage assessments.

INDIVIDUAL RESPONSIBILITIES

Each CERT member will first take care of their family and their home. They should then check out their neighborhood and provide whatever immediate assistance is appropriate. This should be done as quickly as possible. Following this, the course of action is dictated by the member's position within CERT as described below.

Incident Commander (IC)
  1. Establish radio contact with Team Captains and Zone Captains to initiate response.
  2. Go to Naples School to set up Command Post.
  3. Provide overall direction for the response of Naples CERT to the disaster.
  4. If Incident Commander is unavailable, the senior CERT member on site will assume the role of Incident Commander.
Team Captains (for COM, MED, S&R, DA, BOAT).
  1. Establish radio contact with Incident Commander.
  2. Go to Naples School to set up Command Post (except for Boat Captain).
  3. Work with Incident Commander to carry out response plan and direct operations of their Team.
Communications Team Members (COM).
  1. Go to Naples School to set up communications area at Command Post.
  2. Senior member willassume role of Communications Captain if that individual is not present.
  3. Under direction of Communications Captain, establish radio contact with HAM1 and Zone Captains.
  4. Record information as it comes in from HAM1 and Zones. Provide reports of damage to the Incident Commander and HAM1.
  5. Transmit instructions and guidance from the Command Post to all Team and Zone Captains.
Zone Captains (ZCs)
  1. Establish radio / phone contact with Incident Commander and the Command Post when it is set up.
  2. Put up flag at Primary Meeting Site. Use Alternate Meeting Site if PMS is unavailable.
  3. Sign in CERT members and others as they report in.
  4. Record and organize damage reports.
  5. Report to Command Post the following information:
    1. reported problems (injuries, structural damage, people trapped in homes, fires).
    2. personnel available (see Damage Assesment Survey attachment).
  6. Assign responsibilities to members of the Damage Assessment Team within your zone.
  7. Request assistance, as needed, from Command Post.
  8. Respond to requests from Command Post.
Deputy Zone Captains (DZCs).
  1. Go to Primary Meeting Site or to Alternate Meeting Site if PMS is unavailable. Note damage along the way.
  2. Assume role of Zone Captain if that person is unavailable.
  3. Assist the Zone Captain in carrying out his/her responsibilities.
Damage Assessment Team Members (DA) or (Block Captains).
  1. Assess and record damage in your designated area/block.
  2. Turn in damage assessment survey to Zone Captain at Primary Meeting Site or the Alternate Meeting Site if PMS is unavailable.
  3. Return home or, if willing to do so, remain at Designated Meeting Site for further assignments from Zone Captain.
Medical and Search & Rescue Team Members (MED and S&R)
and Fire Suppression (FS)
  1. Assess and record damage in your designated area.
  2. Turn in damage report to Zone Captain at Primary Meeting Site or the Alternate Meeting Site if PMS is unavailable.
  3. Unless otherwise instructed by Incident Commander, go to Naples School to set up Command Post.
  4. If Team Captain is unavailable, senior member of Team will assume role of Team Captain.
  5. Work with the Team Captain to carry out responsibilities of the Team.
Boat Team Members (BOAT)
  1. Boat Team Captain will establish radio contact with Command Post.
  2. Members will assemble at home of Captain to await further instructions.
Naples School Liason
  1. Work with the Incident Commander to help Establish the Command Post.
